However, the report-issuing function of the grand jury is fairly rare, according to Emily Bradford, an attorney who worked on public corruption investigations at the New YorkAttorney General's Office and the Brooklyn District Attorney's Office.
"Generally speaking, if you’ve opened a case in a grand jury and are issuing subpoenas, it's because you have reason to be believe a crime was committed and you're looking for evidence to support criminal charges or not," she said.
Bradford added: "If you think someone’s using public office for their benefit, there are a number of crimes that could potentially be at issue."
